Enforced sobriety and drinking practices in the context of the war in Ukraine

Introduction:
This study explores, through expert evaluation, changes in drinking practices in the context of the government’s strict alcohol access restrictions in the first months of Russia’s full-scale invasion of Ukraine in February 2022.

Material and methods:
The research was conducted within a qualitative paradigm using the case study method. The sample consisted of 19 informants selected based on theoretical sampling criteria – potential relevance to the issue of alcohol access restrictions (decision-making, implementation, direct impact of restrictions and analysis of consequences). Data were collected through semi- structured interviews and analysed using frame analysis.

Results:
The study revealed differing effects of alcohol access restrictions. Informants highlighted positive outcomes like reduced illegal activities and improved discipline among military personnel. Among the negative consequences were increased stress due to the lack of familiar means for stress relief and efforts to circumvent the bans.

Discussion:
The analysis of the results allowed not only the identification of the effects but also a focus on understanding the social and cultural mechanisms that influence the perception of restrictions. Іnformants acknowledged the importance of security reasons but also noted the difficulties in implementing restrictions due to traditional attitudes towards alcohol and attempts to bypass the rules.

Conclusions:
Alcohol access restrictions during wartime can contribute to reducing negative social outcomes but their effectiveness depends on the duration, the local context and availability of additional support measures. The study’s results highlight the importance of adapting restriction policies to the specific needs of different social groups and the need for further research to develop more holistic approaches.
